Refund of Holding Deposit must be made in writing to Council addressed to the Strategic Asset Services and Innovation Team. This Holding Deposit may only be refunded in full when the Applicant/Developer’s Registered Structural or Geotechnical Engineer provides Certification to Council stating that the rock anchors have been completely de-stressed or removed and that there has been no damage to Council land or utility services as a result.
If damage has been caused, it must be rectified immediately at the Applicant/Developer’s expense before the Deposit can be released. Alternatively,Council may repair the damage using funds from the Holding Deposit.

City of Canada Bay Council Rock Anchor Application Requirements
This application applies to all Council’s land within the City of Canada Bay Local Government area.
The use of permanent rock anchors on Council land will not be permitted.
The use of temporary rock anchors may be permitted, subject to conditions and only where an alternative method of stabilisation cannot be used or is impractical.
Requirements
This application applies to all Council’s land where temporary rock anchors are proposed as a support mechanism during construction or excavation on development sites.
The consent does not apply to the installation of rock anchors on private land.
Rock anchors must only be installed with formal approval from Council’s City Assets Section via a Section 138 of the Roads Act Consent.
An application for the use of temporary rock anchors will only be considered if there is no other available method of stabilizing Council’s land. In this regard, statement from a Registered Structural or Geotechnical Engineer is required as proof.
Rock anchors must be installed at a depth of not less than 2.5m below existing natural ground levels at the boundary.
Permanent rock anchors will not be acceptable.
Council must be indemnified against any claims for injury to person, damage to adjoining properties and/or public road, or excess on the policy arising out of any claim.
Council must remain indemnified during the period of installation or construction until a permanent structure is built, and any temporary retention structure is removed.
The following accompanying documents with application are to be provided for Council's assessment:
The Construction Drawings must include:
Architectural plan/s for bulk excavation showing relevant details including location of proposed excavation, footprint and levels of proposed excavation.
Construction plan showing location, numbers, length, depth and angle of inclination of the proposed ground anchors.
All utility services plotted with their depth and relative position to the proposed rock anchors in plan and elevation view.
A Certificate is required from a Registered Structural or Geotechnical Engineer certifying that the rock anchors have been designed structurally sound and located safely away from all utility services. As part of the certification, the following documents are to be provided:
Borehole/test pit logs or inspection records
Field/laboratory test results
General geotechnical description of site
Recommended safe bearing values and likely settlements of foundation material;
Recommendations for stability and protection of excavations
Opinion on the effect of the new works on existing buildings and recommendations for any underpinning or other measures required to maintain stability.
Method of proving and assessing foundations, underpinning and/or excavation stability in accordance with design.
A pedestrian and/or traffic management plans if applicable.
The following documents are to be provided during or after completing the works:
Appointed Geotechnical Engineer must carry out inspections during the installation of temporary ground anchors. A Certificate of Inspection must be submitted.
Arrange an inspection with the Council’s Strategic Asset Services & Innovation Team when the temporary ground anchors have been de-stressed & removed.
Upon completion of works, the rock anchors are to be completely de-stressed or removed without damage to Council’s land or to existing services. Proof shall be provided in the form of certification from the Registered Structural or Geotechnical Engineer.
The Applicant/Developer is liable for any damage caused by the rock anchors during installation, de-stressing, or removal, including to public land, its future development, or existing services. Any required rectification must be completed before release of the damage security bond; if not, Council may carry out the work and deduct the cost from the bond.
The security bond will be held for 12 months after confirmation is provided in writing that the ground anchors have been de-stressed and completely removed.
