SEPP (Exempt and Complying Development Codes) 

The City of Canada Bay adopts a two-part process that you must adhere to in order to seek vehicular crossing location &/or ancillary works consent and construction of those works consent.

The fees for this application are as per Council's Fees & Charges.

Step 1: Obtain consent for the location of the proposed vehicular crossing and/or ancillary works (this application).

Step 2: Obtain Private Contractor consent for the construction works relating to the vehicular crossing and/or ancillary works.

This is done through the submission of the Vehicular Crossing Construction by Private Contractor application. Submission of this application is only once you have received the Vehicular Crossing Location &/or Ancillary Works consent as per Step 1.

  • This application is for Council to determine the site suitability for the Applicants’ proposed location only, in relation to a Complying Development Certificate. Written consent of this application allows the Applicant to apply for permission to carry out proposed works.

  • You are strongly advised to read Council’s Driveway & Ancillary Works Process & Construction Specifications prior to lodgement of this application. 

  • Please allow up to seven (7) business days for applications to be processed.

A survey plan prepared by a registered surveyor showing all utility services, trees and levels within the foopath area (e.g pits (telecom, stormwater), poles etc), kerb, gutter and centreline or the crest of the road.

Plans show the driveway/garage/parking space location within the subject property. All dimensions and proposed levels of the vehicular crossing and parking space shall be annotated on the plans, including finished floor levels and natural ground levels of the site.

Longitudinal section(s) (i.e., edges and middle line of the vehicular crossing) to illustrate the vehicular crossing design starting from the centre line or the crest of the road, whichever level is greater, to the proposed parking space.

A design certificate of compliance issued by a suitably qualified engineer for the submitted vehicular crossing plan shall be provided and confirming all works proposed are in accordance with Council's DCP, Appendix 2 Engineering Specification, Vehicular Crossing Specification and the relevant conditions of Development Application consent and be able to prevent stormwater ingress into the building during 1% Annual Exceedance Probability (AEP) storm event.

Vehicular crossing measurements

Important: 

The vehicular crossing design must seek to prevent water from entering the building. Design must be in accordance with AS/NZS 2809.1 2004 to avoid scraping, sections must be drawn with the B85% car profile (120mm) to demonstrate that there is no scraping at all critical points. Each cross section of the proposed vehicular crossing must show chainages, grade between chainages, existing and proposed levels at the following points:

  • 3.0 into the property at 1.0m intervals

  • boundary

  • back of path

  • front of path

  • top of kerb

  • invert of gutter

  • lip of gutter

  • 3.0m onto the road at 1.0m intervals

Proposed site plan of the vehicular crossing showing all Reduced Levels and their positioning and certification from the developers Civil Engineer that the design complies with AS2890.1 2004 Off Street Parking Facilities, especially section 2.5.3 Circulation roadways and ramp grades and testing for scraping using the B85 percentile vehicle template, 120mm clearance.

For construction of a hard stand or carport under SEPP (Exempt and Complying Development Codes) the hard stand or carport is:

  • located at least 1m behind the building line of any road frontage

  • any part of the structure is not more than 3m above ground level (existing) or if attached to an existing single storey dwelling, not higher than the roof gutter line.

  • for lots larger than 300m² or less, the hard stand/ carport is no larger than 20m².

  • all aspects of SEPP (Exempt and Complying Development Codes) clause 2.20 or 2.28 are complied with.
